Virginia Beach – A Virginia Beach couple has been sentenced for orchestrating a fraudulent coupon scheme that defrauded businesses of an estimated $31 million nationwide. Lori Anne Talens and her husband Pacifico Talens ran the scam from their home, impacting major retailers and a wide network of unsuspecting consumers.

Lori Talens, known by her code name “Master Chef,” received a 12-year prison sentence, while her husband Pacifico was sentenced to 7 years. The duo was found guilty of creating counterfeit coupons that were sold online to individuals and coupon enthusiasts. The fraudulent coupons were designed to mimic legitimate offers from popular retailers, including Kroger, Target, and Safeway, and featured products from well-known brands such as Dove, Arm & Hammer, Pampers, Bounty, Tampax, Frito-Lay, and Pepsi.

According to investigators, each dollar paid to the Talens yielded around $50 in counterfeit coupons for their customers, leading to massive losses for retailers. The couple’s illicit operation caught the attention of authorities due to tips from informants and test purchases, aided by the U.S. Postal Inspection Service and the FBI.

In conjunction with the Talens’ sentencing, five women involved in the scheme have also pleaded guilty and are scheduled for sentencing in December 2023 at the Norfolk Federal Courthouse. These women, identified as Sherise Williams, Amber Teague, Jennifer Snyder, Melissa Apodaca, and Cindi Swindle, participated actively in the distribution of counterfeit coupons. Williams, for instance, reportedly earned over $19,000 through 274 transactions with the Talens, contributing to an estimated loss of $1.3 million for retailers.

The counterfeit coupon operation was sophisticated, utilizing graphic design skills to create convincing fake coupons and employing knowledge of the bar code system to avoid detection. The coupons were marketed through social media platforms and the dark web, further complicating the issue of coupon fraud.

Experts from the Coupon Information Corporation (CIC) emphasize the severe implications of coupon fraud, noting that it not only raises product prices for consumers but also complicates the shopping experience for legitimate coupon users. Bud Miller, Executive Director of the CIC, expressed satisfaction with the successful prosecution of the Talens and their accomplices, highlighting ongoing efforts to safeguard the integrity of coupon usage.

As a response to the rising incidents of coupon fraud, new technology is being developed to assist retailers in identifying fake coupons, thereby addressing vulnerabilities that fraudsters exploit. It is essential for consumers to understand the legal ramifications of purchasing coupons and to avoid engaging in such practices to steer clear of potential consequences.

The case against the Talens underscores the importance of vigilance in the retail industry, where coupon fraud continues to pose challenges. As investigations remain active and sentencing for accomplices approaches, the fallout from this massive fraud scheme serves as a cautionary tale for both businesses and consumers alike.
